What actually happened, and why a passed test stopped being proof
The chain of events began by accident: in November 2025, an Australian laboratory testing new equipment detected naturally occurring tremolite asbestos in coloured craft sand sold under the Educational Colours brand through retailers including Officeworks. Australia's competition and consumer regulator, the ACCC, opened an investigation that widened rapidly, and ACCC deputy chair Catriona Lowe later confirmed that investigators had traced at least some of the contaminated sand to "a particular quarry in China," while stopping short of naming the operator responsible. The contamination did not stay in one country or one product line. By late February 2026, France's consumer-fraud authority, the DGCCRF, ordered an immediate, nationwide suspension of sales of all sand-based toys — magic sand, drawing sand, modelling sand — after Australian findings on 32 product references from five brands prompted French checks that confirmed affected products on the domestic market. The real subject: a lab test verifies a sample, not a supply chain
A passed asbestos test proves one thing narrowly: the specific sample examined, at that specific time, did not contain detectable tremolite above the method's reporting limit. It says nothing about the rest of that shipment, nothing about the next shipment from the same quarry, and nothing about the next brand that re-bags the same feedstock under a different label — because tremolite occurs in seams and pockets within a mineral deposit, not evenly across it. That is precisely why OPSS's 20 July statement pushes businesses toward supply-chain assurance rather than repeat testing: documented, traceable evidence of where a raw material actually came from, batch by batch, checked against what is known about contamination risk at that specific source, rather than a single passed certificate treated as proof for an entire product line going forward.
